Sergio Gor smells of Deep State.

Sergio Gor, one of President Trump’s “trusted advisors" serves as the director of the White House personnel office. He is the proverbial gate keeper of the White House, and is tasked with staffing some 4,000 federal jobs. He picks ambassadors and staffers, supposedly stalwart loyalists and supporters of President Trump.

Sergio Gor came to the limelight when Elon Musk and Gor had a fallout sometime in March of 2025 at a cabinet meeting during which Musk accused Gor of slow playing the high level hiring process. 

Had this fallout not happened, who would have guessed Sergio Gor's real name was Sergio Gorokhovsky? Who would have guessed that this self-professed I speak Maltese, therefore, I am "Mr. Malta" was actually born in the USSR? Who would have guessed that his mother's business in Malta was one of 13.4 million confidential electronic documents relating to offshore investments that were leaked to the German reporters? And who would have guessed that Sergio Gor's close political mentor was none other than a special assistant to President George W. Bush?

Gor made a mistake. 

He had to settle his score with Musk.  He did by sabotaging billionaire Jared Isaacman’s NASA nomination on the grounds that Isaacman had given donations to democrats. Isaacman and Musk are associates. Everyone knew Isaacman had donated to democrats and that was never an issue, even with Trump.  Isaacman had been approved by the Senate Committee on Commerce, Science, and Transportation with a 19-9 vote on April 30, 2025, and was expected to secure strong Senate support. Gor had Trump at the last minute rescind his nomination of Isaacman.

Musk called Gor “a snake” and later clarified on X “[Gor] deliberately lied about where he was born on Federal forms. That’s a serious crime.” Everyone on the Hill and in Gor's orbit thought Gor was a hyphenated American - Maltese America, not USSR-American!

On June 17, 2025 the New York Post picked up on the story and wrote an expose on this Sergio Gor.  Key takeaways of the New York Post expose:

  • Gor tasked with vetting thousands of staffers, hasn’t vetted himself. He has yet to turn in the 100 paged Standard Form 86 (SF-86), which details place of birth, foreign relationships etc …
  • Gor claims to be from the country of Malta, however, the Maltese government can not confirm his birthplace. The Maltese government did confirm that Gor lived in Malta from the approximate age of 3-12.
  • When asked by the New York Post to divulge his birthplace, “Gor responded that it was not Russia.” - an odd reply!
  • Interestingly, Gor “strongly opposed the use of the SF-86 during the presidential transition, “claiming he was concerned about the ‘deep state’ weeding out Trump’s picks.

After the New York Post expose, additional stories began to emerge, not from mainstream newspapers, however.

Malta: The "Russian Boy"

An online Maltese newspaper called The Shift revealed in its article titled “Trump’s ‘Mr. Malta’ May Not be Maltese” that in Cospicua, the town where Gor lived, he was known as the “Russian Boy.”

Even though in Cospicua, he was called the “Russian Boy,” some suggested that the language spoken at his home was Eastern European, Ukrainian.

On July 8, 2025 The Times of Malta and the Organized Crime and Corruption Reporting Project (OCCRP) obtained a notarized Maltese property record that showed Gor’s true origins. He was born Sergio Gorokhovsky on November 30, 1986, in Tashkent, Uzbekistan, which was part of the Soviet Union at the time.

Gor’s mother, Liya Gorokhovsky, who has since died, opened a company in Malta in 1994 and and listed her nationality as Israeli, according to OCCRP.   Igal (Igor) Gorokhovsky - perhaps his father, is listed as living in the UK with also an Israeli nationality.

George Washington University

He graduated high school in 2004, and then attended George Washington University.

It was during his time at George Washington University that he dropped “orokhovsky” from his surname and rebranded himself as Sergio Gor.  The transformation marked more than a name change—it was the beginning of a carefully curated identity that would eventually grant him access to the highest circles of Republican politics.

From the YAF website: "[Sergio Gor] led the YAF chapter on his campus. Gor hosted several conservative speakers through YAF, including Speaker Newt Gingrich, Dinesh D’Souza, Karl Rove, and David Horowitz.

He also organized key activism projects, including the 9/11: Never Forget Project. For his involvement with YAF, Sergio was recognized as one of YAF’s top student activists in 2007 and 2008.



Who was behind Gor’s transformation?

On November 30, 2017, Politico featured Sergio Gor, who at the time was communications director for Senator Rand Paul, in its “Birthday of the Day” column and Gor was asked how he was spending his birthday.

Gor gave a shoutout to a Nancy Theis.  Gor said: “President Bush’s former White House Director of Presidential Correspondence, Nancy Theis, will be hosting a dinner at her home for about 25 friends. Nancy has been a mentor to me since I arrived in Washington to attend the George Washington University for undergrad about a decade ago!”

Before diving into the background of Nancy Theis, a devout Roman Catholic, and her husband, Paul Theis, it's worth pausing to show the photo Politico chose to accompany its 2017 “Birthday of the Day” article on Gor.



When asked for a fun fact Washington insiders might not know, Gor replied, “When I visited the Holy See last year, Pope Francis gave me a white skullcap that he had worn on his head.” 

Who are Mr. and Mrs. Theis?

Nancy Theis had deep roots in Washington, as did her husband Paul Anthony Theis. Together, they quietly shaped political circles from inside the West Wing for decades. Interestingly, their son - 10 years older than Gor, Mitchell was reported to be married to Galina Belimenko (a surname common in Ukraine).

Paul A. Theis
February 14, 1923 - March 24, 2004


Paul Theis died before Gor attended George Washington University.  Paul Theis was a combat bomber pilot, called “Pops” during WII because he was 26 years old and the rest of the crew 20. After the war, he attended Georgetown and received his BA in Foreign Service from in 1949, and an MA in Communications from American University in 1952. After college, he got a job at Newsweek covering the McCarthy hearings.

Paul Theis: The Rolodex Man

For 14 years, he was the public relations director for the NRCC. In 1973-74 when he was in his early 50s, he met Nancy, 20 years his junior, and they marry. In 1974, President Ford “asked [Paul Theis] to be his Executive Editor—handling: Speech writing, Messages, Correspondence and Research.” According to The New York Times, in January 1976, President Ford fired four of his speechwriters including Theis, who at the time was his top writer. President Ford felt the speeches lacked his preferred plain style and announced policies on which he had not reached a final decision. Paul Theis was reassigned to become Deputy Assistant Secretary of Agriculture for Public Affairs and Congressional Relations, and later served in the Reagan White House. 

At Paul Theis’ funeral in 2004, his son said that his father kept a Rolodex for some 60 years, “Believe me, my dad has a card on you or can locate a card that will help him find you within minutes.”

Paul Theis was a member of the Knights of Columbus, a Catholic fraternal service. He was also a member of the Cosmos Club, a 501(c)(7) private social club in Washington, D.C. founded in 1878.  The private club is known as a “spy refuge” where CIA officials fraternize and conduct confidential business. Said his son, Mitchell, in his eulogy: “The Cosmos Club was a great joy to dad in these past few years. He certainly enjoyed working with the club’s members and management.”


Nancy Wilbur Theis
August 17, 1943 - May 26, 2019

Nancy Theis was Gor’s “mentor” when he arrived in D.C. to attend George Washington University in 2008, as per Gor in his interview with Politico in 2017.

Nancy Theis: Special Assistant to George Bush

Nancy Theis received her BA in education from Catholic University of America. She was very much into her Catholicism as was her husband.  And like her husband, she was a politico in her own right.

In the Reagan White House, she was a staffer at the Office of White House Correspondence: Children's Correspondence Unit, 1981-1988. She continued her post with President George H.W. Bush, keeping the President informed of the mail received and issues of concern. She served full term in the Bush, Jr. White House. On March 9, 2008,  George Bush promoted her to Special Assistant to the President and Director of Presidential Correspondence.

On March 24, 2008, Sergio Gor volunteered at the Bush White House Easter Egg Roll event (see thank you note, on the following page). Nancy Theis most likely was involved in Sergio’s participation at this event.



While Sergio Gor only once publicly referred to Nancy Theis as his “mentor,” he has provided little to no detail about the nature of their relationship or the extent of her involvement in his career. 

Given Theis’s long-standing service across Republican administrations—from Reagan to George H.W. Bush, and George W. Bush—it’s likely she played a quiet but significant role in Gor’s political rise. With deep ties to White House operations and institutional gatekeepers, Theis may have opened doors for Gor, from volunteer roles and political appointments, media gigs, to photo-ops with figures like the Pope—all of which helped cement his carefully curated persona and ascent.

Unlike her husband, Paul—who was memorialized in the Congressional Record by Rep. Sherwood Boehlert, a Republican from New York—Nancy Theis’s passing was not formally acknowledged in the public record. Despite her long tenure in Washington, information about her remains scarce.  In tributes shared about her, Nancy is said to be loyal, feisty, and resourceful. 

Interestingly, Rep. Boehlert endorsed Hillary Clinton in the 2016 election.

Post College Employment

Gor graduated in 2008 and his first foray into Republican Party politics was an activist in “Catholics for McCain” in 2008.  Between the Forbes and Rand Paul gigs, it is reported he also worked at Fox News with Kimberly Guilfoyle.  

 

While the exact details of how Kimberly Guilfoyle and Sergio Gor became acquainted are not publicly detailed in the search results,
Tablet Magazine reports that Gor "entered Trump World through his business ties with the president’s eldest son, Donald Trump Jr.". The two co-founded Winning Team Publishing in 2021. 
 
Therefore, while there's no direct confirmation that Guilfoyle introduced them, their shared connection to Donald Trump Jr. and the broader "Trump World" suggests they moved in overlapping circles and likely had ample opportunity to meet. Guilfoyle and Donald Trump Jr. were dating since 2018, engaged since 2022, and were a prominent couple in the Trump family's political circle until their split in 2024.
 
 

 

Declassified: George Washington University

In a 2012 declassified CIA document, “Washington area schools, such as Georgetown, George Washington and American Universities, as well as the University of Maryland, are considered the most fertile ground for CIA recruitment activity.” (screenshot below).



Was Sergio Gor recruited as an asset during his time at George Washington University?  Possibly. 

A deep state asset?  That, too, remains within the realm of possibility.

The trajectory—and the connections—are telling …

  • A student at George Washington University, a known hub for intelligence and political recruitment.
  • A powerful "mentor" in Nancy Theis, a veteran Republican operative, with deep institutional roots in the Reagan, George H.W. Bush, and George W. Bush administrations.
  • A rapid rebranding, dropping the Eastern European surname “Gorokhovsky” for the more streamlined and media-friendly “Gor.”
  • Early work in media, a common stepping stone for operatives seeking influence and narrative control.
  • Orchestrated high-profile moments, including a photo-op with Pope Francis—an unusual achievement for a low-profile political staffer who was also gifted a papal hat worn by Francis. 

  • Now operates within Donald Trump’s inner orbit, where he’s earned the moniker “Mayor of Mar-a-Lago.”
  • DJ at events at Mar-a-lago—his role as DJ offers more than just background music—it gives him a vantage point to observe who’s coming, going, and getting close to the president.


His rise may look like a feel-good tale of a "Maltese immigrant's" grit and ambition—but when you follow the pattern and watch the players, it starts to look a lot more like a plan.

Gor's White House Track Record Thus Far
 

Launched in 2009 as an online outlet about Jewish life and identity, Tablet wrote an article entitled "All the President's Men." Per Tablet article, 

[A]ccording to sources close to the administration, the White House Office of Presidential Personnel (PPO) has filled only one-fifth of the jobs allocated to political appointees. That leaves career bureaucrats running the government. Since most of them are Democrats, the result, says one first-term Trump official, is obvious. “If this goes on for too long, at a minimum, they will undermine Trump’s message,” they said. “At worst, they’ll contravene his policies.” 

There is a disconnect between the president’s personnel and his policies.

Yet mainstream media continues to portray Sergio Gor as a loyal Trump operative, suggesting that his inexperience or naïveté is to blame for the sluggish pace of hiring. 

What’s overlooked is the possibility that Gor’s loyalty may not lie with Trump at all—but with the Bush-era Republican establishment that quietly nurtured his rise. 
 
From his early mentorship by longtime Bush operative Nancy Theis to his smooth ascent through conservative institutions, the signs suggest a figure more aligned with the old guard than the populist movement he’s now charged with staffing.
